Parfois décrit comme « multifacette et caméléon » en raison de sa capacité à changer de ton et de genre d'un film à l'autre, To est néanmoins considéré comme ayant un style cohérent, qui consiste à mélanger un réalisme discret et une observation sociale avec des éléments visuels et théâtraux très stylisés. To dirige la société de production Milkyway Image, basée à Hong Kong, avec son co-réalisateur habituel Wai Ka-Fai.
