En rentrant d’Afghanistan, Robert Miller, un parachutiste vétéran, découvre sa ville natale en proie à une guerre des gangs. Après avoir rejeté l'offre d'un truand qui le voulait dans ses rangs, Robert est embauché par des agents du gouvernement pour une mission sous couverture. Toutefois, il se rend compte que, de ce côté, une dangereuse manipulation s'opère.
